I tried the latest VIM version 7.1 plus patch from 1-32 with the
following compilation, but, this problem *still* exists.

Anyway, it is not a big issue at all and as I mentioned before,
switching off the vertical scroll bars can work it out.

I've read some codes inside VIM, but so far haven't track it down
exactly. I'd like to debug it if I have a bit time later. But for now,
let's  just close this session.
