What is "the after/syntax vim file"

Hi,

On : http://vim.wikia.com/wiki/Syntax_folding_of_Vim_scripts
it has half way a pargraph named: Syntax definitions
There is stated the following: "As mentioned above, place the
following in your after/syntax Vim file: "

Where is the after/syntax vim file located?
I'm using gvim under xp/vista

For your login only:

     $HOME/vimfiles

for all users of vim on the same machine:

    $VIM/vimfiles

Don't worry if $HOME or $VIM are not defined at the windows level, vim
will define them while it's running.  To find out what they are, run
vim and type

:echo $HOME $VIM
